What they don't have is any capability to do value added manufacturing of those natural resources. This is a failure of planning and governance.

The economic migration is a result of the economic disparity of wealthy to impoverished ones. Historically caused by colonization of more powerful countries that exploited their colonies.
The US had the good fortune to to win its revolution but one only need to look at our early history to see how the colonies are exploited.
The pattern has continued where powerful countries of course, tilt the balance in their favor, including our formerly exploited one.
