This question needs a "other" Vets are free to use who they want. Most of them have other insurance. If you make a blanket law/rule that they all can use who ever they want just because a few don't have private insurance then it will burden the entire system. Maybe have a small budget to allow for people who are not getting anywhere with the VA Hospital. Maybe have a program where top Dr;s can volunteer at the VA.

The VA should act as insurance for the veteran with the government restricting prices that it can be charged by 3rd party hospitals. The VA should remain open at become a treatment center for specialized care unique to Veterans. Example would be burn pits or agent orange exposure.
