There should not be term limits, per say, but a mental fitness test should be instituted and age limits should be considered. We don't need another Dianne Feinstein serving to the point where she is unable to actually be there to cast votes and make sense of the situation.

Yes, but the limits should not be too short. I just don't want them to stay in forever. Maybe limit representatives to a total of 20 years (10 terms) and Senators to 24 years (4 terms)

No, but we should reform the electoral system (approval voting, making it easy for everyone to vote by mail or in person, find a way to reduce the influence of money in elections, impose penalties for telling lies on the campaign trail etc.) to make it easier for unpopular incumbents to be recalled or replaced and easier for third-party candidates to win.
