Yes, if a governor or mayor loses control the military needs to step in

BLM was rioting and the military should have came in and put a stop to it. If we aren't going to stop and punish rioters then riots will happen. If the military does have to come in and stop riots there is a good chance that somebody could die, but they knew what they were doing was wrong and they have to deal with the consequences of bad decisions.

No but the governor had and should continue to have the authority to use their states national guard to help mayors who lose control of their city.

Only if it's a riot which has resulted in: death; life-threatening injury of a first-responder, elected official, or more than 4 people, theft or destruction of over a million dollars worth of private property, arson, theft or vandalism of any firearm or chemical/nuclear/biological weapon, or attempted attack on military personnel not sent to suppress the riot.

No, the state governors have the responsibility to bring in National Guard. President has the responsibility if it is federal property (e.g., federal courthouses)

While peaceful protests are protected under the constitution, riots that reach a level of violence to qualify as an insurrection can and should be stopped by the military under the Insurrection Act of 1807. Both the president and the military take an oath to defend the constitution against all enemies foreign AND DOMESTIC, and it is appropriate to use the military against domestic terrorists such as Antifa and BLM.
