No, the problem witth this is that those who already paid for their children to go to College, now have to pay extra taxes to pay for students in debt

Yes, but apart from grades there should be an appeal and review process. One bad term or mental health difficulty shouldn't force a student to lose their funding. People make mistakes and the system needs to be forgiving, even while holding them accountable. A strike-based system, for example.
