Max Wealth Law and Seize "condemned" Property to make up for taxes and help the poor
The government should seize property on the condition that it's "Unused, unowned, or poorly run." Then begin to use it for public use either by tearing it down or building community facilities or etc. (For example, they can open homeless centers and house as many they can until they find a different use.) Based on Public Needs or Demands. Or just include it in Biden's Infrastructure Plan and just Build Back Better. There should also be a potential max wealth law in place of a billion dollars in each personal asset class (Excluding businesses or illiquid assets).
