That's how corporations gain control of planets, monopolizing resources and eventually becoming a threat to the other nations of earth. Planets like Mars and the moon have access to resources we'd consider essential later on, and they'd monopolize it for profit. Not to mention that uranium exists on both, and as such, the threat of an attack suddenly becomes possible.
