San Francisco is actually perfect example of a city that completely lacks any adequate amount of social and community services, where a significant amount of people lack the access to housing, food, healthcare, etc....which is why they are in the state that they're in currently. Police do not solve the causes of crime; eliminating poverty by improving people's material conditions is what solves the causes of crime.
