not even in a gazebo in a park parks should have iron fences around them and only be used for neighborhood use the people in the neighborhood that pay rent or buy a dwelling should have a key to parks in that neighborhood as for homeless churches and non profits should be let have indoor shelters after hours they can come in and sleep have resource workers at the shelter to help them get a job but no to encamp on public property
