Would you blame a car dealership for someone going on a vehicular rampage and killing dozens?

Instead of going after where the cars were made/sold, you would hold the maniac driving the car responsible.

It is almost like blaming the victims of a shooting because they “upset the gunman”. Always hold the individual responsible, no one else is holding the gun and pulling the trigger
