One, guns aren't the only way to kill someone, most other ways just require you to chase them down first. Two, eliminating the public ownership of guns will only drive the demand for black market guns, making the business more lucrative. Three, the only way to stop someone bent on killing another is to render them incapable of continuing, and this is best done quickly, and from a distance.

Banning guns from public use would literally lessen the amount of people with guns in every scenario you mentioned. None of these "points" are negatives...
