Should a state have the right to take its own measures to secure its borders when it believes the federal government is not doing enough?

The problem is the framers of the Constitution never imagined it would be POTUS and a political party leading the invasion. Texas should have every right to place a border on State lands regardless.

The true problem is that they don't give a darn about the Constitution anymore which the framers set up with 18 carefully listed powers beyond which the federal government could never go...

Absolutely. Congress has a duty to secure our border, carefully written in the Constitution, but the States are still sovereign and independent republics who only VOLUNTARILY associate with this Union. Whenever congress subverts their rights or even disregards its duties, they have a right to secede from the Union.
