Haley says this would "prevent" war. Classic example of the warped, inverted logic of interventionists and "deterrence" fetishists, who always try to claim that dropping bombs is actually a genius war-prevention strategy.
Haley also praises the assassination of Soleimani as a fantastically successful example of US "deterrence" against Iran. It's not clear that she has any significant differences with Trump on Iran policy, which would make sense since she was Trump's hand-picked UN Ambassador

By this logic, China should attack Tokyo as it is the biggest US ally in the region. They can call it a pre-emptive strike as Japan would be used as a US base in Washington's new "war for Taiwan" fantasy. The Uyghurs? So what...Xinjiang is China's Guantanamo. Clearly, this is China's thinking on that particular issue. Most of the developing world agrees.
This "okay if we do it" will not last forever. Moreover, the developing world all looks at this now and says the Western world, whether DC or Paris and London, can buy their soybeans and T-shirts and solar panels and gas, but for everything else related to diplomacy and geopolitics, the West can kiss their ***

Plus every missile and every bomb used on Iran is one less available in case of a war with China. (Regardless what your opinion about war with China may be, the fact is that China is a near peer competitor and Iran isn't, plus China at least poses a potential existential threat to the USA, while Iran doesn't. Priorities.) There aren't an infinite number of tomahawk missiles, for example, and it would take time to replenish our stocks if we fired them all at Iran.
