Yes, but money should only be utilized on highly data driven and research based investigated areas of the economy (public, private, & foreign). Research and investigations should be conducted and supervised by a coalition of U.S. public and private experts and leaders. The coalition teams should be broad enough to excuse members from certain research and investigation cases that would be a conflict of interest, cause bias, or open up ethical or unfair allocation of money due to ties to particular public or private groups with individuals on the coalition.
