Restrictions on sleeping or encamping should be in place, but due to mental illness, some people cannot be in an environment with strangers, or crowded or noisy locations and can go into a psychotic fit because of it. In addition to indoor shelters, open air shelters such as camping areas and tents should be available for those who do not do well when confined with others and prefer quiet and solitude instead.
