As parents do have duty of supervision over their children, they should be held responsible as well. This should create more awareness and show how important it is to properly raise a child and what happens when failing to do so, or using their children to comit certain crimes to keep themselves from a sentece.

Individual responsibility depends on age of course. A child or a minor may not be able or fit to decide on certain things. This is when their parents got the responsiblility to carry. This resonsibility comes with an amount of rules and repercussions to keep in mind.

No. The only way parents can control a child's behavior is to have the child's respect. Anyone that has ever witnessed an out of control teenager knows this. If the child is not able to respect their parents then they will have to answer to a higher authority (i.e., the judicial system in this case). Parents absolutely have certain responsibilities in raising a child, but anyone who thinks "it takes a village" to raise a child must also agree that if the parents can't control a child then the village must step in.
