Denying the humanitarian aid to civilians in need, particularly in situation of armed conflict or occupation, is contrary to the principles of humanity, impartialitu and neutrality that underpin humanitarian action. International humanitarian law recognises the right of civilians to receive humanitarian assistance, and the occupying powers have an obligation to allow and facilitate the delivery of the humanitarian aid to the affected population.
