It's either the student's family or taxpayers. The only way to reduce the price is to cut teacher and professor wages. A free college would put a heavy burden on taxpayers, either way it's gonna cost people. It is the parent's responsibility to ensure their child can go to college, taxes need to be significantly reduced for the rich people to reform to a flat tax.
