They should have resources and help available to them, like medical, housing, food, therapy, etc. If this has all been clearly available, and they deny these resources, then the law that all citizens abide by, should apply to them as well. This including loitering, trespassing, littering, drug use, etc.

The materials and available resources for the homeless population should be increased; moreover, facilities should be funded and more viable for those who require the aid. This all goes towards my agreeance in which I believe homeless people should not be able to camp out in public areas (in general, not in a one size fits all) so that the quality of the environmental and societal state of the public is maintained.
