Poorly written and contradictory

People should be allowed to protect themselves with a firearm in public and in private. If say 5% of the population was capable of defending themselves, criminals will think twice about preying on people. If you ban the carrying of firearms or have gun free zones, then criminals know there is far less risk to their criminal conduct.
