Ending gerrymandering and reforming the redistricting process addresses the core issues of political insulation and representation far more effectively than simply increasing the number of representatives. "Uncapping" the House and adding seats without fixing the underlying map-drawing process would only create more "safe" seats for career politicians, further entrenching the "swamp"

Gerrymandering has been historically used by both political parties to try the gain more control of the area without considering the populations view points, and their want for their viewpoints to be accurately reflected in congress. For example 2011, Wisconsin state assembly, in which the republican party had cracked down on more democratic leaning areas, such as the areas surrounding Milwaukee, into areas that are predominately republican as to erase their opinion in purposeful way.
