this is true to the extent of civilized society's and often diplomatic governments, however in cases like Africa during the war on terror we attempted to create alliance with the African military in turn training and making their military true. what happened instead was that the militia groups we trained the African military to fight quit because of low pay and poor food and bad organization, and instead went to those militia groups because of better pay and food, often times plus because of drugs. so creation of military forces isn't the move but funding already robust global military forces that just need a kick start so is.
