Voting is a unique right that is outlined in the Constitution as given to legal citizens

If a foreigner lives within the United States for a long period of time, then I would encourage them to pursue citizenship, not only so that they can vote, but also so that they can receive the other rights and freedoms of citizenship. Pursuing citizenship demonstrates a seriousness in the system that is equivocal to the right to vote.
