“All representatives should be listed on one ballot. The public should then be allowed to choose their top picks of Representatives (based on how many Representatives each state is allowed due to their population; CA currently has 53). The public must choose their picks in order (1 through 53). Then, when the votes are tallied, each Representative who is a CA citizen's first place choice would get 53 points, each Representative who is a CA citizen's second place choice would get 52 points, each Representative who is a CA citizen's third place choice would get 51 points, and so on through each Representative who is a CA citizen's 53 place choice would get 1 point. Once all the numbers are added up, the Representative candidates with the top 53 scores would become CA's U.S. Representatives. Each state would do the same given the number of U.S. Representatives representing their citizens.”
