The 2014 Texas Transportation Funding Amendment would divert 12% of the state's oil and natural-gas tax revenue from reserve accounts into a fund that would repair roads, highways and bridges. Proponents, including the State legislature and Governor Rick Perry, argue that the state's recent addition of 5.2 million residents clogged the state's roadways.
