“No, this would tie state income to the whims of the economy. The primary problem in CA is that California based corporations incorporate in Nevada to avoid paying CA state income tax. That is the reason we are in so much fiscal trouble. Require all CA based companies to pay CA state tax, but lower the tax rate to no more than 3%. This revenue would allow sales tax to drop and to drop property tax rates.”
