Military spending should fluctuate with the current state of the world. In times of peace, military spending should drop so that while we are allowed to prepare for the possibility of war, but without overspending, while during tense times it should increase as we begin to prepare much more for the possibility of war.

We need to increase military spending, but we also have to cutout wasteful spending. There is no reason that when we pulled out of Afghanistan that we left pallets of US money and military equipment on the ground for the Taliban to seize for use against us. That makes no sense at all. The military should be required to provide documentation for every dollar spent. Agencies like the CIA and NSA should also have to get approval from the intelligence committees in congress for all money being spent. Everyone on the intelligence committees have top security clearance, but those agencies should have to explain everyone of their programs and operations for what they are spending money on to make sure the funds are being used ethically.
