Increase if necesary. Take care of troops, pay them well. Lock in benefits above military projects (currently the military will cut medical/pay/Benefits to keep a weapon system funded. Lock it so DOD MUST fund troops at the expenmse of jets, tanks etc) Penalize companies with the threat of nationalization if they keep having costy overruns and balloning prices, yet there profits never go down. We are not offsetting their cost, we are increasing their profits. We lack ship building infrastructure and cant hit our NAVY ship goals because they closed down 2-4 shipyards.
