Decrease, when not in active war we need to move 50% of active duty troops to reserves or nation guard and our focus should be collecting intelligence, defending borders, waters, and airspace, resupplying weaponry and equipment, and keeping troops trained. We should close down bases overseas, unless countries pay for 100% of costs to operate and maintain the base. We should sell off old equipment and weapons to countries as newer technology and weapons get put into production

This question has no right answer. We are a hegemony and have left the military industrial complex running rampant for far too long. The only way that it will stop is if we stop being the world police, but that requires other militaries to protect world interests as well, which requires removing Islam from the world's stage.

Decrease but mandate audits to make sure they are spending correctly. If audits pass then the budget can be increased. if at any point the department fails the audit the budget decreases.

Decrease funding, and put spending towards paying off national debt and divert some to underfunded government organizations, and once the debt is payed off bring back whatever was diverted, but keep the diverted funds from this that went to other organizations at said organizations.

I do not necessarily believe that the funding should be decreased however, I feel that there should be stricter allocations for funds to ensure all programs aside from the military are funded as well.

Neither the government should keep it balanced because if they increase it then that would mean they're taking money from other things they are funding, and if they decrease it then it would mean they are taking from the military and not making them stronger in any way.

A lot of cost is due to the government overpaying for common goods that are cheap, like markers and other items. The mark-up they pay on many things makes up a lot of the budget

The US's military dominance is important, however it should be somewhat decreased, as many other sectors get less than a tenth of what the military gets when they are arguably more valuable.
