Decrease, and do a full audit of the pentagon. Stop the gross price-gouging and money laundering that happens with military contractors that up-sell parts on tax-payer money.

Neither, but increase only when it needs to be increased and decrease when some projects and programs are a waste of tax payer money. However when it comes to decreasing it, make sure that decrease does not affect the pay and benefits members of the armed forces get.

The Military should submit a data informed budget on how the money will be spent and how it will help the protection. The government should approve the sufficiently spent money. If the budget is less than the last requested budget year the government should put the remaining funds in a rainy day account for any unforeseen increase in military budget.
