This is too nuanced a topic to answer with a singular yes/no mild statement following behind it. Legal citizens should be encouraged to vote, foreigners living in the country shouod be encouraged to vote, the problem resides in the 8ntention behind the vote. Did the people (wether a citizen or foreigner) vote with the understanding that they are to vote for the best interest of the country rather than the interest of a different group or individual?

No. Not as a general right, however local jurisdictions should have the option to allow legal foreigners who meet residency requirements the ability to vote locally. Legal foreign residents should not be allowed to vote for President or the U.S. Senate, but should be counted for the purposes of U.S. House representation and not be federally banned from voting for House reps if a State so chooses.
