Paying tax shouldn't be the only requirement for vote

Foreigners pay tax so they can receive government services such as child education, etc. But if they are not U.S. citizens, they should not be allowed to vote.

I agree. If they are't granted citizenship of this country, they should not be allowed to vote in the future of this country
