If the government influence foreign elections, it could cause problems for not only the US but the nation that the government is trying to influence. This is more of a double edged sword.

It depends, it would only be to protect countries from human rights violations by a tyrannical ruler, only to influence public opinion and not to tamper with a fair voting process, and only to address security threats to that country and not for monetary interests

No, we should not manipulate other countries voting process; however, we should support the people in conducting a fair election when tyrannical autocrats are in a dictatorship over the country.
