A deep and nuanced load of bull **** . No one wants troops in Ukraine and he was asked if he would stop arms to Ukraine and he said Europe needs to do more and he wants to sends arms to Taiwan. So is he saying he wants to send Ukraine less instead of stopping the aid all together?

He didn't say he would stop aid to Ukraine, nor did he say he would increase it, as Trump stated. He was very clear about no troops. He called Ukraine a "secondary or tertiary interest".
He sees China as the emergent military threat, and he's right. His point is that anything we do in Ukraine shouldn't be degrading our ability to fight a war with China.

Agree. Europe has ignored their obligations for decades and done as they pleases with out funding their own defense. We need to concentrate on the USA and they can decide to be part of Russia or spend now to catch up for decades of us funding their welfare states.
