No one wants troops in Ukraine and he was asked if he would stop arms to Ukraine and he said Europe needs to do more and he wants to sends arms to Taiwan. So is he saying he wants to send Ukraine less instead of stopping the aid all together?

He didn't say he would stop aid to Ukraine, nor did he say he would increase it, as Trump stated. He was very clear about no troops. He called Ukraine a "secondary or tertiary interest".
He sees China as the emergent military threat, and he's right. His point is that anything we do in Ukraine shouldn't be degrading our ability to fight a war with China.
