No, but for degrees with a high risk of default there should be a network established to ensure that default does not happen in the first place and penalties should be incurred if network is not established.

No. But the minimum wage should be raised and educational costs at universities should be lowered. Also, US citizens should receive a stipend (or welfare) for their level of education while they work paid for by the government on the condition that the business raise their minimum wage to a living wage for the next 10 to 30 years applied to all businesses. US citizens who participate in the program would no longer be qualified for other welfare programs such as unemployment or food stamps given, they'll be paid more and then funds can diverted to people who need who may not be employed.

students who don't pay their bills should be held accountable unless an institution mis-managed approvals
