All opinions should be taken into consideration, but it is up to the federal government to make decisions about international conflicts as they have the most information on the situation.

it's not ethical because being a democratic country means you hear the voices of the people and you use their input to decide what to do. Choosing to ignore that would mean going against the very idea of democracy.

Depends. Usually, a government picks the side that favours them to base their decisions on, and sometimes the side isn't as clever as we would expect.
