Well, people would group into organizations that uphold the values they hold. Personal morality is irrelevant because people are only subject to what they consent to.

Yes and no; egoism is a political ideology is flawed, yet personal morality would not be so much of the issue, the lack of infrastructure would be. Too many people would lose their basic needs. As long as the basic needs of an individual are met in an anarchist setting everything should be smooth.
