Same thing happened in Yemen. Biden has repeatedly bombed inside Yemen over weeks without any whiff of Congressional approval.
Even if you support Biden on the merits of these bombings, it's vital to observe this Constitutional requirement, as Biden himself argued in 2020.
The reality is that in legislation dating to the early 19th century, Congress has ceded significant authority to POTUS to fight piracy. Congress should be more circumspect when contemplating these kinds of laws.

We need to start dealing with the reality that the Constitution has not stopped us from getting to this point, i.e., doesn't work, and isn't going to work. No set of principles for govt operation can overcome bad faith & absence of personal integrity. The Q is what do we do now?
