I’ve seen plenty of his public statements, speeches, and personal conversations. The guy is more than competent enough to speak correctly, he’s just had a speech impediment since birth, that’s most of the problem.

Apparently the sarcasm in that comment flew straight over your head. The reason I made it was because the guy who responded to my comment failed to capitalise the beginnings of HIS sentences or use proper English grammar, so it was just an amusing little swipe at that designed to encourage people to not destroy the English language by writing grammar-less posts so confusing Sherlock Holmes couldn't decode them. But I'm happy to go into the territory of Biden's mental incompetence if that's what you as a liberal REALLY want...
