Only if it is sensitive data that may be a matter of the state. Moreover, there should exist a firm definition of what kind of data concerns the state, whether it be national security, public development, etc.

If people do not read the terms and conditions that say that a company can collect data, and agree to it anyway, then it is not the company's fault.

I believe companies should only be allowed to ask you personal questions to an extent. If it is simply like a back ground check or previous jobs then yes I believe the company has the right to know. Yet I do not believe the company is entitled to private information like certain family history, what you are doing day to day away from the company, or even what your life is like at home.

No, as long as they are not being harmful companies should be allowed to collect whatever data the users agree to.

Government should impose stricter regulations on the disclosure and use of personal data. ie. companies should be required to inform users how their personal data is being used/sold prior to using their service

The collection of data should be fully transparent to the end user. Many companies use loopholes to continue collecting data even if a user opts out.

The government shouldn't allow companies to take a persons personal data and sell it for money. Also, They shouldn't be able to take it without permission and if a company were to sell it the person should get a [percentage of the money.

It should be mandated that collected data be destroyed after 120 days and use of old data for marketing or collections from private companys or individuals should be punishable by law.

Yes, but only to require that the uses of that data are explained in plain language and to require that people must explicitly consent.

It honestly depends on what data they're taking and how they use it. Some companies use it to curate a personal recommended aspect to the website for all users while some use the data for wrongdoings and sell it.
