Permitting surveillance on anyone just became they recently immigrated is not justifiable

If there is reasonable suspicion that an immigrant will commit a crime soon after immigrating, they simply shouldn’t be let in, and if there isn’t, then genuinely what is the point? Seems like pure xenophobia to me.
