If more people are encouraged to take responsibility for their own safety instead of relying on the government it wouldn't matter if mentally ill or violent people had access to guns. There should be enough responsible people carrying firearms that if someone pulls a gun to do harm multiple people can stop the shooter immediately. In the case of violent criminals, if someone is too violent to own a firearm then they are too dangerous to be part of society.
