When a community is doing well, the people in it are doing well, but ONLY if the people in the community reach out and interact with one another.

Although a community is doing well from the outside, those other than the people in the community themselves is allowed to determine how their community is doing.

The community and local government serves the individual to have a better well-being. Not the other way around.
