In principle, it is rude to exclude someone based on their background. However, what constitutes background? Rejection based on mere identity is inherently wrong. But, certain past yet extreme actions, such as murder perhaps, would constitute valid rejection.

You should not judge someone based off of their past decisions now you don't have to be crazy and ignore it but I mean you can judge them and excluded them from things just because of a mistake they made earlier in life.
