Before Jesus said that, the Pharisees had asked him whether it was lawful to pay taxes to Caesar or not. Jesus didn't say no, it's true, but neither did he say yes. Instead he asked whose image and whose likeness was on the Denarius. He asked to see the coin. On the coin, it said that Caesar was divine.
