Ussr even thought it consisted of numerous republics was a Russia-dominated union. Smaller republics were rarely subsidised, their natural resources and economic potential was maliciously exploited by Moscow.
Since the breakup of USSR, all newly sovereign nations (whether from Warszaw pact or Soviet Union itself) were recovering economically while transitioning (not always successfully e.g. russia, belarus, turkmenistan, kasakhstan e.t.c.) to democracy.
That said, 30 years of economic and political turbulence wasn’t a great environment to accumulate resources and gain enough military power to fend off russian attacks on their own.
Assisting Ukraine is a matter of defending the free world and it becomes more and more prominent further on. Any kind of negotiation attempt, any diplomatic solution so far has failed to stop and contain the russian threat. And it is a threat. It has become one due to our ignorance after putin’s 07 munich speech, after Sergey Magnitski murder, after the annexation of Crimea and all these rigged elections. At first it was Russia’s domestic issues, but now that filthy regime of Putin’s has stepped out into the world.
