As long as the people who have lived here for 5 or more years as an immigrant or refugee. Therefore, people who already live in Arkansas all of their lives, can also be able to vote once they are the appropriate age.

I think that only U.S. citizens can vote for Presidential elections, but non citizens living in an area should be able to vote in local elections.

If a person has lived here for over 5 years, pays taxes, has a stable job/income, and is IN THE PROCESS of getting their citizenship then they can, but if citizenship is not trying to be obtained then no.
