At that time, Common Law applied to guns. Not everyone was allowed to have a gun (including all races) they could and did seize weapons, jail and execute people for violating the law. You couldn't travel with a weapon, most cities wouldn't allow guns inside the limits and they had to be stored in a guarded Armory. (Ever see an old western movie where the bad guy had to check his gun in with the Sheriff when he rode into town?) That was the 2A in action, years later when guns were allowed to be traveled through Indian territories. Common Law didnt apply to members trained in their state militia. They could store weapons in their homes as long as they maintained the equipment and requirements to remain in the militia. The Founders did not envision Common Law being replaced by nothing and would be godsmacked by where we are today.
