No. The state is how the collective society organizes and manages itself. A stateless society is a total fantasy.

No, because the State is vital to protecting its people from internal and external threats. If the State dissolves and anarchy occurs, people will just restructure themselves into tribes and restart the whole state building process again, with a whole lot of violence that accompanies that process. Stable states are the best society to live in.
